加拿大入籍资源网启用 包括模拟试题

中侨互助会与联邦移民部合作,昨日正式宣布启用“公民入籍资源中心”网站(VCRC),http://citizenshipnow.ca/ 免费为准备入籍加国的人士提供入籍资讯,包括模拟试题、网上自修课程等。

中侨互助会行政总裁周潘坤玲表示,网站由移民部拨款98.9万元推动,并由中侨工作人员负责建设网站,移民部与中侨合作是因为中侨已拥有39年服务移民社区的历史,能更有效地使网站服务惠及更多人士。



公民申请资格:

18岁以上加拿大永久居民
四年内居住加拿大满三年
能用英语或法语沟通
无犯罪记录
申请文件:
1.填写申请表:
打电话给 CIC Call Centre (http://www.cic.gc.ca/english/info/call.html) 或从下面的网址下载申请表格:http://www.cic.gc.ca/english/coming/index.html#citizen
2.移民纸复印件
3.两份身份证明文件复印件(如驾照,医疗卡,信用卡)
4.两张彩色或黑白一年内的照片(专用公民照),并在每张照片下面空白处签名.
申请费用支付:
申请费,成人申请200加元,18岁以下申请100加元
在申请表中附带着一张交费单,拿这张交费单去银行交费,银行会给您出具一张收据,把这张收据连同上述的文件一起寄到下面的地址:

公民考试准备:
公民服务中心收到申请文件后会寄给你 A LOOK AT CANADA 的书,你可开始阅读此书,准备考试。18-59岁申请者要参加考试。申请要等待时间4至8个月。又一本中英文的入籍参考书非常有用,里面有200个复习题和答案。
公民考试:
大约4-8个月后您会收到公民服务中心的信,告诉您什么时间,地点,必备的文件去考试。需要注意的是,由于这一段时间较长,而且具体时间难以预料,所以当您搬家的时候,一定要提早通知公民中心办事处。

考试程序:
稍微提前一点到达指定地点等候,到点后进入考场,通常由50-60人一起考试。首先考官宣布一些注意事项,然后逐个叫到前面,问一些基本的问题,查核所要求的文件,发给答卷纸。等所有的人都面试完了。发给试卷,开始考试。
总共有20题,很简单,但需要注意的是前四个问题是关于选举权和被选举权,选举的程序,怎样注册,加拿大历史、地理及公民的权利和义务。是必须答对的,错一个也不能通过。前四个问题正确,错题总数不超过12个就可以通过。

考完试就回家等着唱歌把。

公民宣誓:
考试通过后,获通知参加公民宣誓,14岁以上均参加宣誓。宣誓时承诺:效忠女皇,遵守加拿大法律和实行加拿大公民的一切职责。宣誓后即得到公民证及一纪录你的入籍文件。如因故不能参加宣誓,可申请延期,否则将被取消申请。

加拿大护照申请及更换步骤详细指南


凡在加拿大出生或已经入籍加拿大的公民都可以申请加拿大护照。当你到加拿大以外的地方旅游时,必须携带有效的护照,此乃惟一的证件被全球所接纳并能证明你的身分及国籍。

  目前加拿大公民从陆地或空中进入美国,也需要持有加拿大护照。

  由于申请加拿大护照的需求越来越大,申请人数也在不断攀升,加拿大政府已经逐步简化了护照申请及护照更换的步骤。

  目前申请护照办理所需时间约在6个星期左右

  申请护照手续:

  你必须填写申请表。表格可向任何一间加拿大护照办事处、邮政局分销处索取表格,或者上网到
http://www.passportcanada.gc.ca/form/index.aspx?lang=eng 下载表格。

  16岁以上的人士必须填写成人表格(PPT C 153),而16岁以下则填写儿童表格(PPTC 155)。

  递表时,必须附上以下文件:

  1,入籍加国证明文件的正本,一般是公民卡或加国出生证明。

  2,两张相同的照片,必须在12个月内拍摄,相片不可超过2英寸乘2 3/4英寸,黑白或彩色均可。相片后面必须印有照相馆的名字、地址及拍照日期。另外其中一张照片必须由担保人签名,证明照片中的人像与申请人相同。

  3,申请成人护照时,必须提供过去五年所签发的加拿大护照或相关的旅游证件。此外,还要出示最少一张由加拿大联邦、省或市政府所签发的身分证明文件,如驾驶执照、医疗卡、长者保险金卡等。这身分证明文件上的名字必须与你申请加拿大护照时相同,并附有你的签名。如你选择呈上有关证件之影印本,必须先由担保人认证。

  4,至于儿童护照的申请,必须提供过往曾签发给儿童的加拿大护照或旅游证件或附有儿童名字的其他加拿大护照或旅游证件。如有必要的话,还要出示儿童抚养权的法律文件。

  成人表格

  16岁或以上的人士必须采用成人表格(PPTC 153)。最新的表格除填写个人的资料外,也要填报你母亲出生时的姓名,你过去两年所居住过的其他地址,过去两年曾工作过的雇主或曾就读的学校名称、地址、电话、工作性质或就读的课程。还须要提供两个咨询人的姓名、地址及电话。这两位咨询人必须与你无亲戚关系,并已认识你至少两年或以上。

  除此之外,也需要申报过去五年是否持有加拿大护照或旅游证件。如有的话,于递交申请表时,必须同时出示旧旅游证件正本。另外,还要填写有关入籍加国或在加拿大出生的资料。也要申报1977年2月15日之前所拥有的国藉。此外,还要填写两张身分证明文件的资料。

  最后,你必须邀请一位保证人在你表格上签名,并提供其个人资料。

  担保人

  对于担保人的要求,最近几年已有所简化,目前担保人的要求如下:
  18岁及已上的加拿大公民;持有5年及以上的加拿大护照,护照如过期不得超过一年;该担保人申请护照时不得小于16岁;担保人与你私下认识2年及以上(私下认识指知道你的名字、大概年龄、出生地点、能够描绘你的外貌,说出你的一些个人历史等);担保人需要提供他护照的部分信息;担保人要能够随时联系上,以便核实。

  儿童表格

  16岁以下的儿童申请加国护照必须填写表格PPT 046,由父母或合法监护人代为申请,内容包括儿童的个人资料,父亲及母亲的个人资料及签名,儿童的抚养权(如父母已分居或离婚,只能拥有抚养权的一方才可申请其子女护照,并要附上法律证明文件),成为加国公民的资料,保证人的资料及签名等。

  电子申请

  据外交部护照处指出,利用上网申请护照,取得epass,办手续时便捷得多,但申请人必须符合下列资格:一、加拿大公民;二、人住在加境;三、16岁及以上成年人士,及具备特定相关电脑网路系统。详情浏览:

  护照的有效期及申请费用

  成人的加拿大护照的有效期是五年,期满后必须重新申请,并无续期或延期。费用为每位加币87元。这费用包括护照费及领事服务费(Consular Fee)。你可用现金(但不能邮寄现金申请)、信用卡、账户扣款、汇票、认证支票或银行本票支付。如你需要邮寄申请,可选用信用卡、汇票、认证支票或银行本票支付。

  护照的更换

  根据加拿大护照局的最新简化程序,原本已有护照的加拿大民众在8月15日后重新申请时,无须再出示公民证或出生证明等身分证明和担保人证明。只须连同旧护照及两张新照片,填写一张简单申请表,再缴交一定费用即可。

  加拿大公民符合新规则的要求是:

  * 上次办理加拿大护照,申请人年满16岁或超过16岁;
  * 上次办理加拿大护照,申请人在加拿大居住;
  * 这次续办新护照,申请人住在加拿大;
  * 申请人的旧护照必须:有效5年;在2002年1月31日以后签发;没有破损、报失或被盗;以申请人现时的名字签发。

11月22号公民考试Calgary

--------------------------------------------------------------------------------
我今天在Calgary参加了公民考试。考题有20道,全部是单项选择题,四个备选答案中选一项,答对75%即15道题算通过。我自己遇到的题目以及我自己作出的答案如下:

1. 为什么trade对加拿大很重要?我的答案是trade可以提高加拿大人的生活水平。
2. D-day为什么重要?我的答案是,在D-day,也就是1944年6月6日这一天,加拿大联军跟英美联军一起在诺曼底登陆,invade了纳粹德国统治的欧洲大陆。
3. 在federal election中,选出来的是谁?我的答案是MP。
4. MP是怎么当上的?我的答案是,federal election选出来的。干扰选项有,被queen制定的,被PM制定的。被Governor General制定的。
5. 什么地区被叫做land of midnight sun?我的答案是North,干扰选项有Central, Atlantic, 等等。
6. 公民的rights有哪些?我的答案忘记了,但是不难回答,干扰选项比较明显是错的。
7. 公民的responsibilities有哪些?我的答案是 vote, obey the law, take responsibility of oneself and family, etc.
8. Insulin的发明为什么重要?我的答案是胰岛素对治疗糖尿病(diabetes)有效。
9. 那个省份盛产pulp 和hydroelectricity? 我的答案是Quebec。
10. Canadian Pacific Railway的重要意义是什么?我的答案是a powerful unity from east to west.
11. Why do we celebrate Canada Day? 我的答案是为了庆祝Confederation。
12. 加拿大的政治系统是什么?我的答案是federal state + parliamentary democracy + constitutional monarchy
13. 加拿大毗邻的三大洋是什么?我的答案是太平洋,大西洋,北冰洋。另外三个干扰选项都有印度洋,可以据此排除。
14. Voter’s information card上都写了什么?我的答案是voter的个人信息和when and where to vote。
15. 题目忘记了,但是答案记得,是queen + senate + house of commons。
16. 加拿大的法律秉承的原则是什么?我的答案是什么什么freedom。另外三个干扰选项也都很明显,包括新移民不懂法可以不守法,特权阶级(法官警察etc.)不受法律限制,等等。
17. 加拿大的宪法的历史是怎么来的?我的答案是来自于历史什么什么的,记不清了。(我能确定我的选项是对的,因为另外三个很好排除。)
18. 为什么hockey是加拿大很重要的运动?
19. 在election ballot上画什么?我的答案是X。
20. 最初加入confederation的四个省份?我的答案是Ontario, Quebec, Nova Scotia, New Brunswick.

以上是我自己的题目,出了考场有人讨论,我大概记得的题目有:
21. Terry Fox做过了什么?
22. 在什么战争中死了多少人?(这个考生不记得题目中是一战还是二战了)但是一战是死了60,000多人,二战死了44,000人。

我被通知8:00am考试。我7:45到,开始排队检查证件进入考场,等到全部考生进来,已经是9:09am。考试9:39am结束,有两个工作人员现场判卷,结果几乎在5分钟后就宣布了。念到谁的名字,就表示谁通过了。当场领到一纸通知,通知下午1点半参加宣誓仪式。

因为考过的先走,所以我没有看过多少人没考过。但是下午宣誓的人有118个。而上午考试有两场,分别在8:00am和10:30am,Calgary有两个考场,分别在Harry Hays大楼的210和一楼的一个房间。我本人所在的210有大约40-50的人,assume别的房间和考场有类似人数,所以今天在Calgary考试的人大概有160--200左右。大家可以自己估计一下通过率。

另外,考卷是不允许写字的,答案要写在一张答题纸上。考卷是用朔料布套着的。

我能想起来的就只有这些,希望对后来者有帮助。

加国公民入籍考试新条例生效
自加拿大联邦公民及移民部今年3月15日,推出新版的公民入籍考试范围后,该部门13日刊宪,修订考试内容:包括扩大考试范围的重点;取消笔试中的必答题;不过就延长考生重考的期限;至于测验考生语言能力的口试部分,则由以往简单对话,改为需要表达能力较强的题目。有移民律师指考试范围虽然经过修订,但对一般来自中国大陆或台湾的移民,仍然是十分艰深。

  公民入籍考试新条例14日生效 考试重点扩大

  联邦公民及移民部13日发布有关公民入籍考试的修订条例,新条例于今年9月30日经总督签署,10月14日生效。修订后的考试内容,将着重考生对于公民的权利、责任和义务的理解,同时移民部也有权利根据考试重点要求,从《发现加拿大:公民权利和责任》(Discover Canada: The Rights and Responsibilities of Citizenship)一书中灵活出题,测试考生对公民权利及义务的了解。

  与今年3月15日的新版考试范围比较,修订后的考试内容,更着重考核加拿大政治和军队历史的特点、加拿大政府及政治体制及本国民主进程等。另外,之前入籍考试要求,有关选举及投票的三条题目为必答题(必须答对)的规定,也作出修订。


  移民部指,由于新的修改条例扩大考试重点,不再要求考生局限在某些问题的理解,因此决定,自10月14日起,考试不再要求考生必须答对这三条必答题,但考生仍须在笔试的20条题目中,答对15题,考试时间维持是30分钟。

  另外,修订条例对入籍考试的口试部分,亦作出修改,除要求考生明白口头的英文句语及问题外,还有基本的沟通资料及回答问题的能力,在口试中,可能需要讲有关日常生活的小故事,又或者表达自己对某些事物是否满意等。

  刊宪文件透露,移民部3月15日推出新版考试后,在4月至5月间,曾经举行移民部内部谘询会,移民部也在今年6月19日的宪报中公布,将在未来30天内接受相关组织对新考试要求提出意义及修改方案,至截止时,只有加拿大移民顾问协会(CSIC)提供了修订意见。

  CSIC认为,考试内容应扩大加拿大的政治、军队及历史,移民部在综合相关意见后,做出此次修订。移民部指出,修订后不会影响《发现加拿大:公民权利和责任》的学习指南,同时也不会影响现阶段公民申请入籍的处理时间。

  中国移民会仍感太艰深 不明为何考军事史

  对于公民及移民部修订公民入籍考试内容,有移民律师指对中国大陆及台湾的移民仍会感到太深,故此不及格率仍会很高;另有律师指不明白,为何入籍考试中,要考加国的军事历史或义工精神(volunteerism)?而有入籍考试导师则指,修订后,最困难的将是口试部分,考生需要有一定的英语表达能力,才能过关。

  移民律师钱路称,由3月15日生效的新版入籍考试内容,实在是非常难,虽然他没有实际的数字,但他相信不及格率一定很高,他指《发现加拿大:公民权利和责任》不错是一本很好,更是很值得看的书,但要读懂它,必须具备本地中学毕业,还要成绩好学生的程度,对于来自中国大陆及台湾的一般移民来说,这本书肯定是过于艰深。

  钱路相信,移民部今次作出修订,是基于不及格率过高,才会取消三条必答题,另外赋予入籍法庭法官一些弹性,让他们直接审核哪些因答错必答题而不及格的个案,希望将及格率提升。

  另一名律师穆伟士(Steven Meurrens)指出,据他所知,入籍考试的合格率,一直以来都超过一半,新版入籍考试实行后,合格率是出现轻微下降。

  他认为公民要入籍,是希望取得投票权,故此修订前三条有关选举的问题,列为必答题是无可厚非;他反而不明白为何要申请入籍的考生要回答有关加拿大的军事历史和义工精神的问题,他说:“你不能因为考生答错加拿大军事历史的问题,而令他失去投票的权利?”

  中侨互助会入籍辅导班导师林伟樵认为,取消三条必答题,看似宽松,实是收紧,因为三条有关选举的必答题都是较容易的,反而他认为口试部分,要回答一些需要组织与表达能力较强的句语,将是考生面对最困难的部分,考生在短时间内亦难以作好准备,回答这些问题。(宋娜 冯瑞熊))
