蒙特利尔房产的税收问题:

万税之国加拿大,基于房产的税收是其重要税收来源,据说占到税源的40%。

我国是70年一次性卖给你,一次性从房价中(含土地各项费用契税和房屋建造过程中各项税收)和直接的交易税中收取。后来看看地方税源枯竭,所以慢慢要推行物业税。从第三第二套,从大房子开始收!

加拿大则是卖的时候有收少量税,房子产权给你了,然后年年收地税和教育税,保证你的税用到当地的建设,一个是告诉你只要交税说明你是地主房主,二是告诉你税交的多,你的小区就好。小区好了,买房的人多,你的房子就增值。增值了住着舒心,也可以卖,资产增值部分50%交税。


以下是一个外国业主在论坛里的提问,权当学英语了。

Question:I am considering the purchase of a condo in Montreal and am a little confused about howproperty taxes are levied up there. I understand that both municipal and school taxes are assessed separately. Are each ofthese taxes assessed using a percentage of assessed value? purchase price? Ifassessed value, how does that typically relate to market value (if at all)? Arethere exemptions available? Do foreigners pay a different rate than Canadians?In short, how much should I expect to pay in annual property taxes (ball-park)per $100,000 purchase price? Any enlightenment on any of these questions wouldbe greatly appreciated, as would a referral to a young and ambitiousEnglish-speaking real estate agent. Thanks in advance.

问题的大体意思是,想买公寓,不知道公寓的地税和教育税municipal and school taxes如何交?以那种价格为基数交?

Answer: - Both municipal and school taxesare based on a property's assessedvalue. Except for major renovations or improvements, the assessed value isupdated every 3 years following the latest assessment roll. Montreal's 2014-2016 roll is based onmid-2012 property values. A property's asking price is generally ~15-25% aboveassessed value and the actual price at closing is usually still a big higherthan the assessment (say 10%), in good part because of the 18-month lag betweenthe assessment date and the date the roll becomes effective. So if yourmid-2014 purchase price is $100,000, chances are the mid-2012 assessed value issomewhere around $90,000. (obviously: good luck finding a $90k condo in Montreal) You can checkthe assessment roll here.

地税和教育税是基于一个物业估值,是每三年估一次,目前2014-16年的估值基本是以2012年的中值为准。所以目前的房价2014要比估值高,因为两年过去了嘛,房价肯定涨了。所以10万元的房价估值一般为90%,9万元。很多旧房的估值确实差不多是9折。

新房有没有估价不知道,估计要按照卖价来了。


- City of Montrealproperty taxes depend on the borough (i.e. large neighborhood), see here. In general you canexpect to pay ~$0.90 per $100 assessed value, i.e. $810 per $90,000 assessedvalue. Rates for individual suburbswill be different but that's a good ballpark expectation -- normally, exceptfor newly constructed units, all real estate listings will have that info.

蒙特利尔的房产税取决于各个区块,通常地区越好税费越高,这里以0.9%为基础值,10万的估值基数为9000,地税810元。我觉得估低了,一般现在地段好点的房子每10万要1000-1500元,25万的公寓房子地税在2000-3500。


- The rate for school taxes is uniform onMontreal Island, for 2014-2015 it's ~$0.20 per $100 assessed value, so $180school taxes per $90,000 assessed value. Outside ofthe island, the rate varies by school district but it is usually similar.Compared to most US states, Quebec schools areoverwhelmingly funded through the provincial government (as opposed to localschool districts), so we pay much higher provincial income taxes but have muchlower school tax rates.

教育税在蒙特利尔本岛都一样,0.02%。每10万元,基数9千,税为180。


- As far as I know there are no exceptions to paying property and school taxes-- the residential unit is at the center of everything and it doesn't matterwho owns it (foreign or local, person or corporation), all that matters is theassessed value (and city/borough rates). Some outlying suburbs may offer"no tax for the first year" deals, usually for detached housing.

这两个税谁都得交,外国人不用多交。边远地区可能减免尤其对独立屋,这个好像没听说过。边远估计得到爱斯基摩人那去减免了。

总结下:

1. 旧房25万

A 地税差不多2500

B 教育税差不多450

C 物业费 1200

每年固定支出 3500-4500

2. 新房再加一个交易税,这个厉害了,9%。25万就是2.25万。

其他可能费用:

在加拿大购买房屋,除了需要偿还房贷外,还有多项与房屋有关的支出,它们也是一笔不小的数目。下面就来介绍一下这些与房屋有关的开销。

地税

地税的计算方式是:物业当年的评估价 x 当年的税率 = 地税

卑诗省的物业评估每年由BC Assessment进行,每个城市的税率都不一样。地税包含市政费用、教育费用等。有关各个城市的详细税率与税收用途,请到各个市府网站查阅。

地税的税率每年也会有变化,基本上是只升不降。以温哥华为例,1200平方尺的公寓,每年地税在2000加元左右;3000平方尺(室内面积)的独立屋,每年地税在10000加元左右。

管理费

公寓、城市屋等享受物业管理的房屋需要缴纳管理费,独立屋则没有这项支出。管理费为100到700加元/月不等,会随着房龄的增长而变化。如果物业费较低,可能服务只包括小区扫雪、修剪草坪等。如果物业费较高,则还包括水电冷暖气,以及需要维护的公共设施(游泳池、健身房等)。有关管理费的细节,买家应该在看房时就问清楚。

保险费

对于独立屋来说,虽然无需缴纳物业管理费,但房屋保险却是一项必须的支出。

水费

加拿大的水费与中国有所差别,并非单纯的水费,而是Utility Bill,即包括上水、下水、收垃圾等市政服务费用的总和。除部分安装咪表的房屋按实际使用量交费外,大部分房屋都是由市政府按年一次性征收。以1600平方尺的城市屋为例,每年需缴纳1000加元左右的水费。

电费

电费每两个月缴纳一次,根据电表用量缴纳,每两月的支出在70到250加元之间。有些房屋采暖也需要用电,电费就相对高一些。

燃气费

温哥华地区的大部分房屋都使用燃气烹饪、采暖和提供热水,费用每个月缴纳一次。不过由于冬天和夏天的差别很大,只能提供大概费用供读者参考。以供暖方式为地暖的3000平方尺独立屋为例,冬天每个月的燃气账单约为200加元,而夏天只有40加元左右。
