误报火警被罚款               

                                        几个月前因本人失误，触发了大楼的火警器，为这场“虚无”的火警来了消防车。前天，收到了大楼管理处寄来的近3000元的帐单。

我有两个疑问，第一，为何帐单是出自大楼管理处，不是911；
第二，3000元不是小数目，不知依据是什么？
我去问管理处，最初他们一口咬定这就是911的帐单，后来又要我把自己的要求写下来交给他们。

因为涉及到文字材料，所以特在此请教懂法的朋友指点一下，我该如何处理这件事。

The City of Montreal wants to start fining building owners for repeat false fire alarms.

Fines would range from $200 for a second offence for a homeowner to $2,700 for apartment building owners. The second offence would have to occur within 12 months of the first false alarm.

Fire crews are sent out on more than 15,000 calls every year, and as many as 30 per cent are false alarms, said Claude Dauphin, executive committee member in charge of public safety.

Montreal's fire department says false alarms are dangerous for the public and firefighters.

"When you have fire engines racing down the street, there's always the possibility of an accident," said Aimé Charette, the fire department's chief of operations.

The city has proposed a bylaw to enforce the fines. It could take effect Dec. 1, 2008, if approved by Montreal's city council.

Financial incentives for building owners who want to update their fire alarm systems will be available, Dauphin said.

去年在家里做饭可能烟很大，结果我家报警器响了，一直响，没过几分钟，结果我们这栋楼的报警器响了，过了一会来了两台消防车，有四个人带着斧头和灭火器来到我家，一看没什么事就走了。没收到什么罚单啊。

是的，如果消防车来了确实提供了服务，那是由市政支付的。但如果消防车来了，却是 false alarm，逗人玩，消耗了大量的人力物力财力，city是不会买单的，是由个人承担的。（另外有很多消防员是volunteer，不拿钱的）

所以敬告大家，一定要小心，不要玩狼来了的游戏。
